This is a view of the asexual reproduction, or cloning, of offsets at the base of the parent palm. The separation of offsets in this manner is known as clump division.  The provision of soil or rooting media around a stem to encourage rooting is called layering.  This is an interesting combination of techniques. The watering tubes are put there to encourage the independent rooting of the offset so that it can be separated from the parent clump.
