Upper Galilee is the region of Galilee that is north of the Beth Hakkerem Valley. There elevations almost reach 4,000 ft. [120 m.] above sea level—about twice the elevation of the hills of Lower Galilee.

It is a "closed" area—difficult to get into and to travel through due to the deep "V–shaped" valleys that are difficult to traverse—through which a route connected Damascus with the Mediterranean port of Tyre.
