View looking south southeast at the well-preserved staircase that led up to where the Temple to the Roman Emperor stood—on the platform at the top of the staircase.

The imperial cult temple here at Sebaste was one of three that Herod the Great built. Another temple was built at Caesarea Maritima and the other one at/near Panias (later, Caesarea Philippi). The staircase is actually from a rebuild of the original temple that took place during the days of Septimius Severus (ca. AD 200).
