This is a larger-than-life statue of the Governor of Aphrodisias, Flavius Palmatus, that was found in the Theater Agora ("Tetrastoön").
The governor wears a senatorial toga and holds a scepter and a ceremonial handkerchief (mappa). At his feet are rolled-up scrolls. He has a fashionable Constantinopolitan hairstyle. He statue was set up, on a re-used base, by and leading citizen, Flavius Athenaeus. (from the description in the Aphrodisias Museum)
